Abia Library in Deplorable Condition, as Citizen Urges Otti for Urgent Intervention

Umuahia, Abia – A concerned Abia State resident has drawn public attention to the poor state of the sole public library in Umuahia, the state capital, calling on Governor Alex Otti to declare a state of emergency and initiate immediate renovations.

In a detailed social media post on X on July 9, 2026, Arthur Amadi described the library located on Bank Road (also known as Library Avenue), directly opposite the office of the Secretary to the State Government, as being in an unacceptable condition for a public institution meant to serve the educational and intellectual needs of citizens.

Amadi outlined several critical issues:

• Structural integrity: The building appears at risk of collapse, with visible signs of neglect and deterioration.

• Environment: The surroundings are overgrown with bushes, creating an unwelcoming and unhygienic atmosphere.

• Power supply: The facility lacks electricity.

• Books and resources: Collections are described as extremely dusty, outdated, and poorly maintained.

• Staff conditions: Employees are reportedly present and working amid these challenging circumstances.

• Access fees: Users are charged a ₦1,000 registration fee to access the library despite its condition.

Amadi stated: “In any moral society, the negative state of its centers that builds the mind and helps inculcate a reading culture and growth among all and sundry is a society that has failed the citizenry. This library should be declared a state of emergency as it needs serious renovations.”

He appealed directly to Governor Otti, acknowledging the administration’s focus on urbanization and economic growth, but emphasized that no public library anywhere should operate in such a state.

“Abians deserve better,” he added.

The Abia State Public Library on Library Avenue/Bank Road serves as the primary public library facility in the state capital.

February 2025 visit by a Punch newspaper reporter noted that the library remained functional despite nearby construction activity.

Governor Alex Otti’s administration has prioritized the renovation and upgrade of several public institutions across Abia State, including hostels at Abia State University (ABSU) and other government facilities.

However, no recent official updates specifically addressing the Umuahia public library have been widely reported.

Public libraries play a vital role in promoting literacy, education, research, and community development, particularly in a state working to improve human capital and economic opportunities.

Amadi’s appeal underscores a broader expectation that government facilities, especially those dedicated to knowledge and human development, should meet minimum standards of safety, cleanliness, and functionality.

As of this report, there has been no immediate public response from the Abia State Government or the Abia State Public Library Board.
