One Opportunity, Thousands of Lives: How a Governor’s Decision 27 Years Ago Continues to Transform Edo

Twenty-seven years ago, on the very first working day of his administration, former Edo State Governor Chief Lucky Igbinedion received an unexpected visitor whose life would later exemplify the profound impact of investing in human potential.
Melody Omosah, a visually impaired young law graduate from the University of Benin, walked into Government House in May 1999 with little more than determination and a plea for help.
Facing financial barriers that threatened to derail his dream of attending the Nigerian Law School, Omosah’s bold step that day set in motion a remarkable journey of public service.
Governor Igbinedion, who had just been sworn in on 29 May 1999, immediately approved funding for Omosah’s tuition, accommodation, and living expenses in Abuja. The decision enabled the young graduate to complete the programme and qualify as a lawyer.
Three years later, in June 2003, during a courtesy visit by the Nigerian Bar Association, Benin Branch, Omosah’s employment struggles were brought to the governor’s attention again. Igbinedion promptly directed his appointment as a Senior State Counsel in the Edo State Ministry of Justice, where he assumed duty on 23 June 2003.
“Whether it was desperation, determination, or divine inspiration, I honestly do not know,” he recalls.
Today, more than two decades later, Barrister Melody Omosah serves as Director of the Citizens’ Mediation Centre (CMC) under the Edo State Ministry of Justice. The centre offers free alternative dispute resolution services, helping citizens resolve conflicts peacefully without the cost or delays of formal litigation.
Under his leadership, the CMC has successfully mediated over 700 complex disputes involving families, communities, and civil matters, fostering reconciliation and reducing court backlogs. Omosah has also driven policies and training initiatives to enhance access to justice, particularly for vulnerable groups.
Beyond his governmental role, Omosah is a prominent advocate for disability rights as Executive Director of the Network for the Advancement of People with Visible Disabilities (NAPVID). He has championed legal reforms, inclusive education, employment opportunities, and public policy changes for persons with disabilities across Nigeria.
His efforts have influenced legislation, strengthened institutions, and inspired many young Nigerians with disabilities to pursue education and leadership roles.
In a recent reflection marking his 23 years in public service, Omosah expressed deep appreciation to Chief Lucky Igbinedion.
“I remain profoundly grateful to His Excellency, Chief Lucky Igbinedion, for believing in me at a time when my future depended entirely on an opportunity. His support enabled me to attend the Nigerian Law School and later opened the door for me to serve in the Edo State Ministry of Justice… Whatever contribution I have been privileged to make in advancing access to justice, promoting peaceful dispute resolution, and advocating for the rights of persons with disabilities has its roots in that opportunity I received many years ago.”, Omosah wrote
The story underscores a powerful lesson: leadership’s greatest legacy often lies not in grand projects, but in timely acts of compassion that unlock potential and create ripple effects across society.
As Omosah continues his work at the helm of the Citizens’ Mediation Centre and through NAPVID, thousands of Edo citizens and many beyond benefit from that single investment in one determined young man on 31 May 1999.
